You want a summer leaderboard that runs from July to September, ranking users by how many bets they place. Users earn a point for each bet of €20 or more, and the leaderboard refreshes every week. This leaderboard is open to all users. You want to reward the top 10 bettors each week with tokens, and also want to give a non-token reward to positions 11 to 15.

Tiering and Participation
Leave both sections empty, since this leaderboard is open to all users.
Rewards
Set the Rotation Period to 1 week, so rewards are given out every week. Since rewards are given out often, keep the token amounts low.
